Can be devised by which the pursuit of private inte rest can be made to promote the public good, we may then reasonably expect that this great evil will, in due time, be removed. I am Of opinion that such a method may be devised; indeed, measures have been already adopted in many places, to secure the uniformity which all admit to be so desirable and necessary.
