Pres. Bush's June 6, 2002, proposal to create a Dept. of Homeland Security (DHS) would constitute the largest reorg. of the fed. govt. in 50 years. This report was issued to help Congress make decisions about homeland security based on careful analysis before instituting far reaching changes. Although the idea of the creation of a DHS is sound, Congress should modify key elements of the Pres.'s suggestions. The authors conclude that: strategy must guide organizational change; the DHS should initially focus on border & transportation security, infrastructure protection, & intelligence analysis; good mgmt. must be a top priority; reorg. should reach beyond the Exec. Branch; & White House coord. & leadership remain crucial.
