Le senatus - consulte abandonna avant 1870 en toute propriete aux douars indigenes hectares de forets a titre de cantonnement de leurs droits d'usage. Ce fut l'origine des bois communaux qui n'existaient pas auparavant en Algerie quelques dotations forestieres furent en outre accordees aux communes et aux centres de colonisation.
