It's spring in Foggy Point and the parks and recreation department in conjunction with a local birdwatching group are hosting a festival. Harriet Truman and her quilt group, the Loose Threads, have been asked to create items to be sold to raise money for the bird watchers. In addition, they've been recruited to teach classes to the youngsters attending the event.
