This study investigates the roots of internal conflict, what is meant by "the international community" and its responses to such events; small arms supplies and intervention controversies; human rights and international humanitarian law; refugees; the internally displaced; and post-conflict reconstruction. Utilizing a variety of case materials, the research finds internal conflict posing serious, potentially debilitating challenges to existing institutional, policy and analytical practices in international relations.
