The U.S. is party to international agreements, in the form of Compacts of Free Assoc., that include provisions granting the citizens of 3 small Pacific Island nations the right to live & work in the U.S. One of these Compacts was enacted with the Fed. States of Micronesia & the Rep. of the Marshall Isl., & with the Rep. of Palau. Some provisions were due to expire in 2001 & were being renegotiated. However, the governments of Guam, Hawaii, & the Common. of the N. Mariana Isl. have raised concerns about the adverse financial & public health impact that they attribute to the many citizens from the Compact nations that have availed themselves of Compact migration rights.
