But the fires in London are the harbingers of change in the harshest winter since 1814.
Unknown to Lissa, Miles and the Agency, the death of Louis and Johnathan Campeau has caused the Brocklehurst Organisation to lose its tenuous foothold in Britain. This results in a mad scramble to fill the void from a few desperate enough to take the gamble that by destroying the Agency, they will lead Brocklehurst into the golden age of chaos in Britain.
However, it soon becomes apparent that there are conflicting agendas as the Agency begins investigating the mysterious fires set in London’s financial district. That is, until the military intervenes, Captain Brent Spencer (Lissa’s cousin) takes charge, ignoring the obvious signs of arson. Is this on purpose, or only wilful ignorance?
The Agency, not to be deterred, continues to investigate undercover despite orders to the contrary. However, it leads the members of the Agency down a twisted path of injury and death when Miles goes missing, and the trail leads to Dover.
