A prison transport bus accident sets dangerous convicts free to wreak havoc throughout the Mississippi Delta, among them, a pair of Las Piratas cartel members.

FBI Agent Alex Penance takes the lead in wrangling the murderers, rapists and human traffickers back into custody. Complicating Penance's task is the OPR agent sent by the bureau to keep the struggling agent "in line" as his methods have come under fire.

Before the escaped cartel members can be found, Assistant District Attorney Annie Hunt is put in harm's way, setting Penance into a fury to keep her safe. Having had enough of the people he loves suffering at the hands of the cartel, Penance decides to go directly after Carlos Madeira, the cartel's brutal leader, to put an end to the Las Piratas' reign of terror once and for all.
